Amber strobe lights legal in Illinois?

Amber strobe lights legal in Illinois?
Is it legal to mount amber strobe lights in a civilian car in Illinois, front side and rear, if they are not attached to a power source and have no intention of being used; merely for display purposes? Also, would it be legal to use them off-road only? Please back-up your answers, thank you.
