What does the marksman perk do in modern warfare 3?

I thought it simply made the red name above people’s heads visible from a longer distance. If so, this is the least useful perk in any call of duty game, especially if assassin pro cancels it out (which around 60% of people use). The only other perk that is even close to as bad is recon and lightweight from mw2. Recon pro could be useful, but the regular kind is pointless. Lightweight was only good in those marathon lightweight commando tactical knife class. Personally, it comes down to
Perk 1:
Sleight of hand or blind eye
Perk 2:
Assassin, hardline, or quickdraw
Perk 3:
Sitrep, dead silence, sometimes steady aim
